Davidsons Homes is seeking views from the local community on plans for a new residential development at Land West of London Road, Raunds.

The proposals will include circa 405 new homes including up to 30% affordable homes, landscaped public open space, equipped children’s play areas and pedestrian and cycle links to the wider area including improved connections to Warth Country Park. Vehicle access will be provided from London Road.

Our Proposals

New Homes

The proposals include a range of house types in line with the latest housing needs evidence for North Northamptonshire Council. The precise layout and detail of the homes will be agreed with the Council during future reserved matters applications, which will follow outline planning permission being granted (subject to planning).

Up to 30% of the new homes will be provided as affordable housing. The provision of a range of house types, sizes and tenures will widen the choice of housing in the area helping to meet local needs. The new homes will be predominantly 2 and 2 and a half storeys with potential for some 3 storey properties in key locations.

Planning Context

Davidsons Homes has developed the plans for the site to reflect key aspects of local planning policy, drawing guidance from the North Northamptonshire Joint Core Strategy, the East Northamptonshire Local Plan Part 2 (ENLP) and the Raunds Neighbourhood Plan. This has included ensuring the design reflects its landscape and local setting and improves opportunities for walking, cycling and recreation routes within the area.

In addition to actively seeking planning permission for development, Davidsons Homes is also promoting the site through the emerging North Northamptonshire Local Plan. We hope to secure an allocation in the Local Plan, with the next step of the Plan, a regulation 18 consultation, expected early in the new year.

The emerging Local Plan is looking to a revised planning period to 2045, where housing allocations will be expected to meet the identified needs of the authority, including at sustainable locations such as Raunds.

Site Location

The site is located to the west of London Road and the south of Meadow Lane, Raunds. It is surrounded by a mix of uses including a large employment area with warehouses and distribution centres, commercial and healthcare facilities and by residential properties to the east and south.

Access and Transport

Vehicle access is proposed via a priority junction off London Road at the south-east corner of the site, as seen in the accompanying detailed plan of the access layout. This has taken into consideration the existing road layout and proposed vision splays, which were based on the traffic speed surveys along London Road.

An emergency access is proposed via Meadow Lane which will be controlled with removable bollards to prevent misuse by non-emergency vehicles.

Active travel measures are proposed as part of the proposed development for pedestrians and cyclists, intended to provide connectivity to the existing network for walking and cycling, including connectivity to bus stops and to the centre of Raunds.

Sustainability

Davidsons’ homes are already energy efficient and they are taking this one step further with their new Homes of the Future. Community Infrastructure

It is expected that Davidsons Homes will make contributions to the improvement of local infrastructure and services through a Section 106 legal agreement. The package of on-site infrastructure and off-site contributions will be refined once a planning application has been submitted. Contributions could include education, community facilities, healthcare, recreation, public transport and libraries.

Drainage

A Flood Risk Assessment and Drainage Strategy has been prepared for the proposed development. This is based on best practice measures for surface water drainage and foul water drainage.

This initial work has resulted in a proposed surface water drainage strategy, that will attenuate surface water on the site, through the use of Sustainable Drainage Systems (SuDS) with the appropriate speed of release at greenfield run off rates.

SuDS play an important role in both managing surface water and providing opportunities for biodiversity enhancement by providing habitat for a variety of species.

Anglian Water have confirmed that a connection point for sewerage on the London Road is appropriate and that the existing network has capacity.

Landscape Parameters Plan

Noise

A Noise Assessment has been prepared for the site. A Noise Survey was undertaken, which identified the main noise sources as being road traffic from London Road and the surrounding employment site at Warth Park.

Based on the Noise Survey measurements, an Environmental Noise Model has been created. Mitigation measures are proposed as part of the proposals including appropriate mitigation for the road noise sources and where needed appropriate external building design. To protect future residents, a bund and fence have been introduced to the northwestern part of the site as mitigation for the occasional late-night noise from the employment site.

Next Steps

An outline planning application is due to be submitted over the coming months. Your response will help shape the final proposals that will be submitted to the Council. 

Following the submission of the application, North Northamptonshire Council will undertake a period of statutory consultation on the proposals. At this stage, you will have the opportunity to submit your comments to the Council before a decision is made.
